Shortly before the end of the nomination for the primaries, a dozen United Russia members voluntarily left the race. Basically, the changes affected the general list and the constituency according to which the deputy of the State Duma Igor Igoshin is nominated. At yesterday's press conference, ProVladimir asked the organizers of the preliminary voting why their party members withdrew from the race.

Olga Khokhlova, secretary of the regional branch of United Russia, answered. Like several other opinion leaders, she also withdrew her candidacy. The deputy chairman of the Legislative Assembly did not speak for everyone, only for herself. It turns out that she did not set herself the goal of going to the State Duma.

United Russia (ER) is thinking about how to update the deputy corps in regional parliaments at the expense of young people, a source close to the party leadership told Gazeta.Ru. This does not mean that the current politicians must necessarily move. Many of them are still able to mobilize the electorate in the elections. However, according to the party leadership, it is still worth bringing young people into politics. To this end, the PolitStartup project will be launched in the near future, certain features of which resemble the Leaders of Russia competition, as a result of which the finalists and winners were appointed to government bodies.

People under 35 are allowed to participate in it. An additional condition is that they should not have “significant experience” in the socio-political sphere.

Everyone who plans to run for the primaries with the support of the project will need to form their own team either from other PolitStartup participants or from outsiders. Publicly, United Russia members constantly focus on the fact that the competition does not guarantee that the participants will definitely win the primaries and become deputies.

Mentors will be selected both from the level of regional representatives of the party and from the federal one. According to Romanov, political scientists and have already given their consent to mentoring. However, they are unlikely to conduct campaigns directly; rather, they are talking about consulting support.

According to this description, it turns out that from scratch, thanks to the project, you will not get into the deputies. Primary advisory support alone won't help win. From time to time, serious battles took place during the preliminary voting, including with the use of administrative resources.

However, explicit support from the party can affect the regional elites, and the participants will not be much hindered.

Turchak is considered a person who has good relations with the head of the presidential administration. However, now the ties between the parliament and the internal political block of the presidential administration are not as strong as they used to be. Everywhere in the leadership there are people from different, although sometimes close teams.

“I think that now the task of the United Russia leadership is to select new people on whom it will be able to rely in the future. They need new cadres to owe them, ”Ivanov pragmatically comments.

In turn, political analyst Andrei believes that the trend for such an update comes from the internal political block of the presidential administration. “The head of the AP spoke about the rate on young people from the very beginning,” the expert notes.

However, Kolyadin believes that the party should get carried away not so much by relying on young people, but simply by attracting people who are already trusted. The result of the project, he said, will depend on those people who make elections in the regions. Sometimes these are party structures, and sometimes they are representatives of regional authorities.

“Still, experience, balance and some talents are revealed gradually, like in cognac,” Kolyadin said.

The head of the Center for Economic and Political Reforms, Nikolai, notes that it will be possible to speak unambiguously about the project only on the basis of its results. If young people pass through it under the patronage of famous parents or thanks to other similar informal connections, there will be no need to talk about any new personnel lifts for young people. However, even if just young talented people are included in the project, the political scientist warns that

renewal of personnel for the sake of simple renewal can lead to negative results, as a new "lost generation" will be formed.

But he reminds that earlier such experiments did not always end well if reforms did not follow the education of a new political generation.
